Meet The Board

Zac Rebuck
Executive Director
Zac is deeply committed to ensuring that Hope’s Haven remains faithfully aligned with the mission God has set before it: sharing the Good News of Christ with foster-impacted youth. Over the past several years of involvement, he has had the privilege of witnessing a growing movement of individuals and churches coming together to expand the organization’s reach and services across Pennsylvania.
Outside of his professional and ministry endeavors, Zac enjoys quality coffee and spending meaningful time with his wife and two sons.

Samuel Richard
Board Chairman
Sam has served on the board of Hope’s Haven for several years, bringing both passion and professional expertise to the organization’s mission of sharing the Gospel and caring for children and families impacted by foster care. With 12 years of experience in child welfare—including seven years with the York County Office of Children, Youth, and Families—he offers valuable insight and steady leadership. Sam lives in York, Pennsylvania, with his wife, Debbie, and their three children.

Todd Lloyd
Vice Chair
Todd Lloyd brings nearly 30 years of experience strengthening child welfare systems and expanding opportunities for children and families impacted by foster care. Inspired by his parents’ faith-driven commitment to fostering in love, his work is both professional and deeply personal. From serving as a county caseworker to leading statewide and national reform efforts, Todd has remained focused on helping young people in foster care experience stability, belonging, and meaningful opportunity. He is honored to support initiatives like Hope’s Haven that stand in the gap for children and families.

Fred Weidemann
Board Treasurer
Fred has experienced both the joy and laughter, as well as the tears and complexity, of being a foster and adoptive parent. His family has personally benefited from their son participating in a life-changing week of camp through Hope’s Haven. In 2024, he joined the board and is grateful for the opportunity to bring the perspective of a foster and adoptive family to the leadership, mission, and operations of Hope’s Haven.

Hannah Shenk
Board Secretary
Hannah has a deep passion for sharing God’s love with young people and investing in their spiritual growth. Through her work with InterVarsity Christian Fellowship, she disciples and mentors college students as they grow in their faith. That same heart for youth extends to her service with Hope’s Haven, where she is honored to support the mission of sharing the Gospel and providing Christ-centered care to foster-impacted youth across Pennsylvania. Hannah is grateful to contribute her ministry experience and love for young people to help advance Hope’s Haven’s life-changing work in the lives of children and families.
